RULES AND REGULATIONS
Campwoods is an area of Ossining that was originally established by The Methodist Church for the conducting of religious services during the summer. The tax status of a portion of an area of the Campwoods depends upon the continuation of this primary purpose. It is therefore important that Campwoods residents take an active interest in the historical preservation of Campwoods Grounds and maintaining its religious affiliation.
Campwoods is owned and managed by the Ossining Camp Meeting Association, which is legally represented by its Board of Trustees. The Board of Trustees issues ground leases, levies and collects various assessments, maintains the common grounds and physical services, determines and enforces general rules and regulations, and conducts summer religious services.
The OCMA Board of Trustees may be contacted by writing a letter and placing it in the OCMA mailbox, a white mailbox labeled OCMA located near the Campwoods Auditorium. Residents will receive a brief response letting them know their letter was received. Letters will be addressed at the next meeting of the OCMA Board of Trustees.
The following Rules and Regulations are issued by the Board of Trustees, for the common welfare of the community. All residents and visitors are subject to these Rules and Regulations. As set forth in the lease, the Board of Trustees reserves the right to cancel a lease, to not renew a lease, or to levy a penalty for violation of any of these Rules and Regulations. Despite this, the OCMA board is not in a position to settle disputes between neighbors, issues of this nature must be worked out amongst the neighbors. The OCMA board is not in a position to settle disputes, and does not take sides in disputes.
All Village, Town, County, State and Federal laws and ordinances are applicable in addition to these rules and regulations.
It is the goal that these rules would encourage residents to adhere to the rules and regulations agreed to when purchasing your home. It is the hope that a penalty will never have to be imposed. After all, we are a community and not forty five individual homes. It is unfair for a few homes to ignore the rules disrupting the beauty of the grounds at the expense of the entire community. Thank you for your cooperation in ensuring a clean, safe and pleasant community.
HOMES
- Written notice of intent to sell or transfer a house must be filed with the Board of Trustees prior to any public announcement of intent. Further, the Board of Trustees must approve a prospective purchaser and a lease will not be granted to a buyer whose application for purchase of a house has not been approved in writing by the Board of Trustees. Review of applications is made only at regular meetings of the Board of Trustees, held every month.
- The residents of houses are limited to one family only. Any tenant whose name appears on the original approved application must reside in such house. The Board of Trustees must be notified in writing with the name (s) of any visitor remaining longer than two weeks.
- No house, or any portion thereof, may be rented or sub-let. No person residing in a house may have more than one concurring Ground Lease in Campwoods Grounds.
- Written permission must be obtained from Board of Trustees before adding: (a) fences or storage sheds or (b) any type of underground pipes or underground wires or (c) outdoor pouring of concrete or asphalt or similar man-made materials or (d) alterations or making additions to houses requiring additional ground space or external changes.
- All electrical, heating and plumbing work in the house must comply with Village of Ossining, Town of Ossining, and County of Westchester, as well as State of New York. Work must be done by properly licensed and insured contractors.
- The house owner is responsible for all repairs, maintenance, etc. on the house and within the perimeters of the individual ground plot.
- Each homeowner must ensure that there is sufficient heat or properly installed pipe heaters in their home to keep the water pipes from freezing and bursting. Each homeowner must maintain and repair their water pipes and keep them in good condition at all times. Please be advised that each homeowner has the obligation to make prompt repairs or replacement of broken or leaking pipes as are necessary, and failure to do so may result in shutting off water supply to your home until the repairs or replacements are made to prevent loss of water pressure to other cottages.
- Undesignated or “common” ground outside of the assigned Ground Lease may not be used for gardens, parking or any other purpose without the written permission of the Board of Trustees.
- Trees may not be excessively pruned or removed and hedges or permanent barrier shrubbery may not be planted without written permission from the Board of Trustees.
- Each homeowner is responsible for the yard maintenance and lawn care of their cottage, and should strive to keep it looking respectable.
MOTOR VEHICLES
- Parking is extremely limited. Written permission for a motorcycle or additional motor vehicle must be obtained from Board of Trustees, which may levy an assessment for costs of preparing an additional parking area. Only small trucks are allowed for overnight parking with a maximum payload weight of one ton.
- Cars are required to display a visitor’s tag between the hours of 1am and 6am when parking in the Visitor’s Parking Area. Each cottage will be provided two visitors’ parking passes to identify rightful visitors to Campwoods Grounds. Daytime parking does not require a pass. Any vehicle parked overnight without a tag is subject to towing. If you are aware in advance that you will need additional temporary passes at any point, please contact the OCMA in advance. Temporary passes will only be valid for a two day period as approved by the board. Please be advised that visitor’s tags in no way entitle any one vehicle or cottage to any specific number of visitor’s spaces but rather protects them from being towed; visitor’s parking continues to be on a first come, first served basis.
- Motor vehicles must be parked ONLY in designated parking areas. Parking between houses is strictly prohibited. Because the full width of all roadways is needed for the passage of emergency vehicles, no unattended motor vehicle or any portion thereof may be parked on a roadway. Unattended motor vehicles parked on a roadway may be pushed or towed away at motor vehicle owner’s expense.
- One-way traffic on the single lane roadways according to the directions posted must be observed to avoid accidents. The speed limit is FIVE MILES PER HOUR. The Board of Trustee members are authorized to enforce careful driving for the safety of children, adults, and house pets.
- Motorcycles may not be operated or driven anywhere on the Campwoods Grounds without the written permission of the Board of Trustees. The factors of noise and safety make it imperative that this rule be strictly enforced.
- Dead storage parking of unregistered motor vehicles or trailers anywhere on Campwoods Grounds is prohibited. Such motor vehicles may be towed away at the motor vehicle owner’s expense.
- Servicing of motor vehicles (oil draining, motor work, etc.) inside the Campwoods Grounds is prohibited. Washing and polishing or waxing of motor vehicles is permitted in parking areas only.
- Deliveries by motor vehicle must be made on the roadways only. No motor vehicle of any kind is permitted to back over or to drive over the lawns for any reason and must be parked in the parking areas. Please so inform any workmen required at your house.
- Bicycling is allowed for residents and friends of residents only in the same direction of the one-way traffic. Racing is not permitted.
- Any motor vehicle in violation of the Association’s rules regarding motor vehicles and motorcycles may be removed and stored in any suitable place. Such motor vehicle shall be released only to the motor vehicle owner or their duly authorized agent upon the production of proof of ownership satisfactory to the tow truck company and upon production of proof of payment of the expenses and charges for such removal and storage to the tow truck company. The Board of Trustees shall maintain the name of the tow truck companies so contracted with.
QUALITY OF LIFE
- Owners MUST clean up after their pets. Dogs are not permitted to run at large at any time, dogs must be on a leash at all times. No animals are allowed that are in any respect a nuisance or a disturbance to the peace and quiet of the Campwoods Grounds and surrounding neighborhood. The Village of Ossining has an ordinance which prohibits dogs from running at large, keeping any dog which howls or barks continually, or bites or snaps at passing persons or vehicles. Violators of this Village ordinance are liable to a Village of Ossining fine.
- All garbage is to be placed in the designated garbage area near the main parking at Campwoods Grounds entrance no sooner than 5pm the day before collection. Garbage and recycling receptacles shall be removed no later than 8pm on the day of collection. Each house must have suitable garbage and recycling bins that are clearly labeled with house number on both bin and cover of each receptacle. Garbage receptacles are also to be leak free and have a tight cover to prevent animals from getting to house refuse. Any cans that are out prior to or after these times are subject to a $25 fine per incident, and any cans not labeled will be discarded. Construction debris is not permitted. Ossining Village Waste Management does not accept it. Any material in contractor bags left for pick-up will be subject to a $25 fine per bag. All other refuse is to be properly wrapped and tied. Collections are made subject to Village of Ossining regulations and each house is responsible to abide by such regulations. Violators of these Village ordinances are liable to a Village of Ossining fine.
- The close proximity of many houses requires that residents be considerate of each other. Games, entertainment, and amusements shall be limited to those which do not disturb the peace and quiet of the vicinity or of any religious services on the Campwoods Grounds. The volume of radios, television sets, stereos, etc. must be regulated so as not to disturb neighbors, particularly after 9:00 P.M. and on Sundays after 6:00 PM during summer religious services.
- Signs are not permitted, with the exception of political signs displayed no more than one week before an election, and must be promptly removed following election, as per the Village and Town ordinances.
- No bon fires are permitted on the Campwoods Grounds at any time. No burning of leaves or trash is permitted.
- Outdoor picnic grilles may be used if they are placed at least ten feet from the house. Care must be taken to extinguish grills thoroughly after use to prevent a possible fire hazard.
- The use of any type of firearm or the igniting of any form of fireworks or explosive device on the Campwoods Grounds is strictly prohibited at all times.
